Help me! (The fly's voice) 700 1992

I just picked up a 1992 745 turbo for my son. This is our 3rd Volvo, '68 122S and an '82 242.
The car is in great shape but there is something that is driving me insane! The tailgate has a round hole, about 3 inches in diameter, (right behind the bracket that holds the license plate), and there is nothing from keeping "stuff', i.e. rain, critters, snow, thiefs, etc. from getting in! The hole has a rubber grommet around it that looks somewhat OEM. By the way, the license plate bracket is a two piece unit and it look OEM. Is there some OEM part that covers this hole or is this a hole that was made to get access to the tailgate mechanism to open it? (By the way, latch does to open the tailgate from te outside does not work.) If anyone needs a photo I can provide it.
