25 Amp Fuse gets hot 200 1989

I have some trouble starting the 89 240. It seems like a fuel delivery problem. Either starts and then stalls at idle, requires 3 or 4 crankings, or sometimes stalls in traffic. During inspection, I noticed the fuel pump fuse gets hot and I am surprised the fuse holder hasn't melted, especialy if it has been going on for some time. The problem is getting worse and I'm trying to prevent a stranding.

Do I have a relay problem? Where is it on the 89 240?
Coolant temp sensor?

New cap/rotor
New fuel filter
recent wires

Any help would be appreciated
