fuse blow out 700 1992

THE FUSES FOR THE SIGNAL LIGHTS,WINDOWS, AND AUTOMATIC TRANS SELECTOR SHIFTER KEEP BLOWING OUT AS FAST AS I PUT THEM IN. I HAVE TO USE THE MANUAL RELEASE TO SHIFT OUT OF PARK. BOTH FUSES ARE 15 AMP. THIS HAPPENED ALL OF A SUDDEN WHEN THE CAR WAS PUT IN PARK. WHEN I CRANKED UP, IT WOULD NOT GO INTO PARK, AND I DISCOVERED THE FUSES HAD BLOWN. I REPLACED THEM AND EVERYTHING WORKED FINE FOR A FEW MILES, BUT THEN I NOTICED THE SIGNALS WERE NOT WORKING AND WHEN I STOPPED AND PUT IT IN PARK,IT LOCKED AGAIN AND I HAD TO START THE PROCEDURE AGAIN,REPLACING THE FUSES. WHAT COULD BE THE PROBLEM ?
