Lights Out-1986 740 700

This question concerns a 1986-740 sedan. The two rear, inner most, lower row, lights do not work and the failure indicator on the dash is lit. This is my sons car and i do not know how long these lights have been out. The indicator has always been lit for a different bulb that was out. Only noticed the lights did not work after replacing the burnt out bulb ang the indicator was still on.
This is what i know - the bulbs are good and the holders are good and making contact. There seems to be no power coming to these two lights. Any ideas?
