Whistling noise on full throttle 200

I recently had my noisy exhaust replaced and now I can hear a whistling noise at full throttle. The noise comes on at upper RPMs and after the transmission changes gears the noise dissapears and comes on again at high RPM/high load. This happens consistantly -hot or cold. The car is a '92 wagon and has 80,000 miles. Gas milage is also a poor 21 MPG city and highway combined. I am never able to get the 29MPG I see here! I use 87 octane and get a little ping. Is this a vacuum leak? How can I trace the noise?
