gauge & idiot lamp symptoms 700

HISTORY: I replaced the RPM sensor in my 1991 745 and got it (B230F) running reliably after sitting in my yard for 8 months of intermittent stalling & no start problems & flat tires that had me baffled.

PROBLEM(s): #1 The check engine lamp is still lit and #2 the fuel gauge doesn't rise above a near empty reading. And #3 the "key in ignition" warning dinger sometimes keeps ringing after I remove the key but stops when the door is shut or calmly I re-insert the key and remove it. #4 No whirring sound from pre-pump.

The gauge responds to the ignition switch but the needle only moves to a certain low position and no higher. Adding more gas has no further effect on the gas gauge. But it gets juice when the key is ON because the low fuel lamp toggles and the needle jumps up off the pin.

Gas gauge worked okay before I parked the wagon in my yard (and had to put it up on blocks because of a brand new tire that kept insisting on going flat overnight just to complicate matters). The "low fuel" light comes on and goes off just like I think it is supposed to.

TROUBLESHOOTING: I've replaced sending units & pre-pumps on older volvos, SO, I presume that the float (or whatever) is part of the pre-pump assembly. I removed the inspection cover & cleaned the wires and hoses and clamps and the big plastic nut. I scraped off some insulation from the three (of 4) wires that would seem to be connected to the gas gauge, low fuel lamp, and pre-pump. I tried jumpering them and grounding them and attaching them to 12v with and without the key on. Nothing changes. Nothing happens. I thought that I could get the pump to spin, the low fuel light to go on & off and make the gas gauge needle move to the "full" position via the wires. Was I wrong?

QUESTION: How else can I troubleshoot it? Fuses under the ashtray seem intact.

If I turn the key on to I or II the low fuel light comes on and goes off and the needle moves to a postion just above 1/8th-of-a-tank. That seems like the sending unit but now what do I do???
