All fogged up 700

1987 765 Turbo.
Defroster Fogs up the windows when it's on. Doesn't even begin to defrost. Hasn't ever done this in the past. Occasionally I will notice a slight coolant odor, I suspect the heater core is a problem - but that's not a new issue. Why now would it start to fog up the windshield and side windows?
I replaced the engine wiring harness Saturday, could I have dislodged a vaccum hose that might cause this?
I would assume that if I couldn't get air from the dash panels or something, but that function seems ok, just the fogging up of the windows.
