240 Automatic 200 1992

Having a little trans trouble. This auto gearbox works generally very well. Starts in first and shifts properly though all gears including into OD. No slipping, no problems up or downshifting under normal conditions. However I cannot get the car to downshift readily with the pedal (forced downshift). At five miles per hour it will not downshift into first. Above about fifteen it won't even catch second. It will readily come out of OD into third though, just no lower. I have been playing with the kickdown cable, but so far I have not acheived any better results. I cannot hear the trans kickdown 'wheel' hitting the stop in the trans no matter what I do, so far, so I cannot back off the cable to prevent that! Either something is wrong down there, or I'm so far out of adjustment it's not funny. Since upshifting is all okay, I can't imagine that this is a governor problem, but I'm no auto trans expert.
