To the best of my knowledge, yes. The little rheostat switch built into the case, usually with paint 'sealing' the original setting. Apparently the canned fuel map wasn't precise enough to pass emission tests when teamed with a motor exhibiting various production variances, so each car needed to be hand tuned on the line.

One set of contacts clsoes in the throttle switch as the throttle opens, to make the accelerator pump action only happen when the throttle is opening - they open (due to a sort of friction action) as the throttle closes so the contacts sliding over the saw-tooth pattern do not send signals.

The other set of contacts closes right as the throttle closes completely. Often times there is a slight stumble as these contacts open or close.
