Steering Pulls left but only when the power steering pump is operating 200 1981

Hi,
Is there any way to adjust the power steering on an 81 240, or do I have to replace the pump?
So when I bought the car it has this pull where if you remove your hands, it will go left. when turnig left, if you remove hands car continues turning but doesn't go left any farther. and of course, it takes more pressure to induce a right turn. When I was driving the car on the freeway, the outer half of the crankshaft pully sheared. Without the pump operating, the steering is straight as an arrow, when I got bored and replaced the pully and belt, now I have to fix the pump.
The car looks like it hit or was hit on the drivers front(the direction of the pull) and the power steering pump leaks since I bought it. I'm suspicious that the former owner may have allowed it to run drywould this affect the problem that I'm describing?
