Surging Problems 700

I am going to rule out the Fuel Pressure Regulator to start with, I have 2 reasons...
1) It looks like it is too much of an effort for me to figure out and the parts required etc are too much to invest for me at the moment
2) The car surges only when the throttle plate is closed, when it is open and in drive, no problems...

But let me kow how you go with the fuel pressure thing.
