Idle way too high 200

'87 245 270,000mi
Here's the deal:

On Tuesday I cleaned the throttle body, put everything back together reset the throttle stop and throttle/idle switch per the 7/9FAQ. The car ran very well, but the idle has always been about 1100RPM and I wanted to lower it to where it should be. Per the 7/9 FAQ I cleaned the idle motor/ Idle Air Control what ever you want to call it. Then the idle held a steady 2500 RPM unless I grounded the blue and white wire on the blue plug in back of the battery. It's my understanding doing so drives the idle motor/IAC closed. Then I get to about 1600 RPM. Some other stuff:

1) with the small hose that goes to the IAC removed from the intake hose, I can put my thumbs over both ends and the car idles well at about 800 RPM.

2) with 12 volts applied to the center terminal on the IAC, I can ground either pin and watch the valve go full open or full closed. (per 7/9 FAQ)

3) I checked out the Fuel Injection engine temp sensor, two termials under intake manifold tube for cyl. #3. It checks good.

Any ideas to help me figure out why my idle is so high would be greatly appreciated. I looked for intake leaks too. found nothing. Although I am thinking this is likely something I did since everything was fine until I messed with the IAC. One more thing: There is a temp sensor in the block (brown wire) that is very near the temp sensor for the gauge in the head (yellow wire) what is it ( the one in the block w/brown wire) for? Mine reads completely open with engine cold or hot. Thank you in advance.
