'90 745Ti running Woes, Please help!! 700

We have a '90 745Ti with the automatic. She idles high around 1200-1500 rpm and when I press the gas pedal she surges around the same rpm range. It's like she is held back. I ran the fault code and got 223 saying bad signal to/from the cis. I checked it with a known good one and problem is still there. I also checked the maf with a known good one and no luck. I checked all of the vaccuum lines and fuses, all are good. I think I may have a bad ecu. How do I check? I don't have another to swap out and try. Should I be looking at the fuel side of the equation? I'm going to check the timing/belt.
