Loss of vent control under boost 700 1990

I need some further help in tracking down the source for this problem. I still do not have a/c coming out the vents even under moderate acceleration/trbo boost. So far to date I have replaced on my 760T all suspect vacuum hoses under the hood. I have two vacuum check valves near the intake manifold and have replaced one with a new one. The other one seems ok as no air blows through in on direction. I also went under the drivers side of the dash and plugged up the yellow (although mine is more tan in color)vacuum line to the dual line vacuum motor. The other line to this motor is blue. I understand this should direct the flow to the panel vents if the vacuum motor leaks. Is there any other place to search for vacuum loss? It seems that a vaccum line under the dash would not rot as those under the hood. I want to mention I have the automatic control unit type of system that seems to work. No flashing green lights. The plug on the canister is not cracked either.
