cant get drums on after installing new hand brake shoes 200 1989

Dear Brickboard,

I am in the process of installing new hand brake shoes on my 1989 240 DL sedan.

My problem is that for the life of me I can not get the brake drums on over the new shoes.

The new shoes are made by scan-tech and seem to match the ones I took off exactly.

I have made sure I have slack in my hand brake cable. I have also ground down the lip on the inside of the brake drum. I have smoothed the edge of the shoes and the drum with sandpaper.

I have tried pounding with a rubber mallet. I have even tried pulling the drum on with the wheel lugs. All to no avail.

I am considering grinding the brake shoe notched out a bit so as to let them seat closer in to give me some clearance.

Does anyone have experience with this issue that can offer some advice? Thank you.
