Center Console Lights 200 1986

Hi everyone. Let me start by saying that I refer to the piece between the seats with the seatbelt latches (?) as the center console. I hope that this is the correct name. I was wondering what the purposes of the lights towards the rear of this piece were. The rear seatbelt warning one is a given, but what about the one that fits through a hole near the front seatbelt latches? I assumed that it was supposed to fit into this hole because it fit perfectly. The other one is the one that has the lens facing the rear. Is it supposed to be on all the time? Don't get me wrong, I enjoy the light that shines through the front seatbelt latches when connecting the seatbelt, but it seems like it should turn off. I can also see how the lens one could be an ashtray light, but it too should be able to turn off, right? Thanks.
