Won't start-no juice to in-tank pump 200 1985

My 85 240DL went down the other day. We were driving along minding our own business and, not so suddenly, the engine died. It weakened and then completely failed and wouldn't start.
I towed it home and began checking it out.
Distributor cap and Rotor are OK, Spark is OK, in-line pump is OK.
I pulled out the multimeter and found that, in the fuse block, there is no power to fuse # 4. Other fuses show 12+
So, I believe that there is no power getting to the in-tank pump. I disconnected the hose that comes from the tank and saw no fuel coming from the pump. No humming, no nothing.
How might I test that or trace the power between the battery and the fuses?
