Fuses next to battery? 200 1993

I just picked up the Volvo factory wiring manual for my '93 245. In it they make multiple references (and show in the diagrams) a unit next to the battery with 4 fuses which look to be fed directly from the battery. My '93 doesn't have this and I just figured it was something maybe only european cars have. I had never seen it on any other '93 240. BUT..... There is a '93 240 currently for sale on Ebay and guess what: it has this connector and fuse holder next to the battery. You can clearly see it in one of the pictures.

Can anyone shed any light on this? Mid-year production change maybe?
