ABS light on. 1997 V90 S90-V90

My ABS comes on and stays on when the key is turned on and engine started, normally it goes out I believe even before starting the engine. I assume it tries a self test and fails. I know that a common problem is accumulated crud at the wheel sensors but this problem occurs even before pulling away so I do not think that is it.

Fuses and the 2 relays on top of ABS unit are OK.
Any suggestions on troubleshooting? Does ABS trouble set a code in the OBD2 computer and can the code be read by the hand held readers?

Recently had new struts installed, problem may be related to this work being done.
