A/C blower help? 700

Having many problems with my heater/AC control unit. Currently the fan works only on high, and the A/C doesn't come on at all. A local shop looked at the AC system, put in a new charge, and pointed me to a new head unit (which I declined at $400). They said that the system is holding the charge, just that the compressor isn't seeing voltage? So, I guess I have two problems, the fan speed thing and the communitation to the compressor. Any ideas? Places to start?

I did check all of the solder joints on the small circuit board, as suggested in the FAQ page, but all seems good in there.
