Do you have spark. I believe you won't get power to the pumps without it. You could have wiring problem or if you haven't tuned up your car, problems with rotor, cap, or plugs. I've had the same problem with degraded wiring to the coil.

Since you dropped your main pump, test it with 12 volts to its two leads. With the in-tank pump not working you will overwork your main pump.
