what is wrong with my FRONT PASS-SIDE window? 200 1989

I think you are on the right track with the cleaning. I had similar symptoms on my '90 245 and with great care I was able to disassemble them and clean out the dust/lint/coffee. I think I broke one of the little tabs. You can get replacements from some of the online parts places or, of course, a junk yard ought to have lots to choose from. I bet Volvo meant for these switches to be disposable, not repairable.
