Maybe your sender is sticking, or the float leaks 140-160

If it sticks, then vibration would let it bounce down eventually, but not go back up when you refilled. Then it bounced up from bouyancy against the stiction.

If the float is hollow, maybe it filled with gas when you filled it and it sank.
