According to the grand list of the DIN spec. (at: http://www.elektron-bbs.de/verkehr/klemmen.htm), 31b is a "return to bat minus, by way of switch"....and that little jumper is there to make a good ground return connection as the 120 wiper motor is rubber mounted, and doesn't make a good connection without it.
