This is often due to a bad dimmer rheostat located to the left of the instrument cluster. Take the knob off, gently pry the plastic panel out, remove 2 phillis screws then lift out the metal bracket for the dimmer and rear fog light switch. Use a meter to find the positive lead from the light switch, test for 12v at the back of the dimmer. There should be a wire junction that feeds all the panel lights behind the dimmer.
If the voltage is not there, then the main head lamp switch is probably the problem.
