This is what I think is going on. Inside the brake booster there is a diaphragm. With the brakes not depressed the vacuum is equal on both sides of the diaphragm, other wise the brakes will always be on. When the brake pedal is depressed another valve opens and (higher) atmospheric pressure enters on one side of the diaphragm (the brake pedal side) thus forcing the pressure to the master cylinder. The reason why you have such good vacuum when you remove the one way valve is that the system is totally closed when the brakes pedal is not depressed. The whooshing sound you hear when you press the brake pedal is excessive air rushing in and through a hole in the diaphragm.
