fuse and relay function 700 1987

If I jumper the fuel pump relay will both pumps run continuously.
• Yes -- if you mean jumpering relay socket 30 to 87/2.

If I pull fuse #1 and jumper the fuel pump relay will the in-tank pump run continuously?
• No -- fuse #1 supplies power to relay socket 30. So neither pump will run.
But if you pull fuse #11, the Main pump will run. Fuse #11 is in the tank pump circuit.

When I jumper the fuel pump relay I hear the main pump running and a sloshing sound in the tank - is this fuel being returned to the tank through the return line indicating I am successfully pumping fuel to the fuel pressure regulator.
• Yes -- that's probably the returned fuel you hear.

NOTE: This response is based on '93 wiring, but I believe '87 is basically the same as far as basic fuse/relay/pump circuits.
