I made a similar procedure on my 121 car B18a engine (a drill into the hole covered by a head plug). It was the solution for idle overheat.
The drill was made on middle of a plug found on the aft wall of that hole (head was out of the engine due camshaft change and external cover plug was removed and later replaced with a new one).
The mechanic - a former member of 60´s local volvo rally support team - say me it was a usual procedure on rally amazons due our hots summers - that drilled hole now pass coolant to manifold conduits to help cool exhaust gases way out.
Suggest (before try it) check with more experienced members of the board about this procedure, due you can´t undo it easily.
