After reading the wiring diagram with a magnifying glass last night, I found the fuse related to the problem. It was a 20amp! No wonder it didn't blow.
The light bulbs probably burned out or one of the wires melted inside the harness. Or both. Ouch.
Time to take out the instrument cluster and have a look. I wonder if it would be worthwhile to go to a pick&pull to get "new" bulbs or just pay the dealer the ransome request.
I also found out that the missing relays have been moved to the inside firewall sometime between 1973 and 1975.
