Did you check the points gap.

You mentioned setting the timing statically, but maybe the points aren't opening enough.

Have you checked for spark? Is it weak?

Make sure your cap and rotor are good and make sure the button contact is still inside the cap (had one pop out when the cap was removed once). Check your plug wires, especially the coil wire.

Are the chokes opening?
