Cold Start Failure 700 1987

I went through the exact same problem about a year ago- Electrical portion of the ignition switch is dirty/loose/bad internal connections. Rebuild, or replace for a more permanent fix. In the meantime, try wiggling the key a bit back and forth when it doesn't respond at cold temps. This sometimes worked for me- at the very least it diagnosed my problem.
