In my '87, as I recall, the switch is a tiny hard little button that you have to push till it clicks. It's on the back-side of the instrument cluster, right near (forgive me if I'm wrong...and correct me as well) the 80MPH mark.

Not sure how long they kept this design, though I don't doubt that it was until '91, as a previous poster mentioned.
