I thought those specs were excessive too, but I did a B21FT head that had 0.018 diag. gap between #2 & 3, and it sealed alright (and then ran with blown-off wastegate hose for a couple days). Still holding together several thousand kms later. I'd be inclined to think improper/inadequate torquing of head bolts was to blame - something like, forgetting the final 90 degree stage...
