He might mean the idle air control (IAC) motor/valve. It'll gunk up. It is mounted underneath the intake and has a wire connector on the back of it and 2 hoses about 1" in diameter.

To check vacuum leaks you may need to build some sort of gauge. I saw a guy use one once, it measured the vacuum of the system.
