The factory fog light installation turns the fogs on ONLY while the headlights are on, ignition on - and shuts them off when high beams are on. Check that first... I rewired mine so they can be switched on with or without headlights on - but it's a moot point because I also had to hook up daytime running lights to get the car registered in Canada.
