Windshield Washer Pump 700 1988

No screws on mine. 2 plastic gears, one with "D" shaped inside diameter that fits on motor shaft.
Motor spins fine by itself. Gear for motor is tight in the chamber it rides in. Almost like it has grown in size. I am considering sanding the outside diameter of the gear with fine sandpaper.
Anyone else ever see this?
