Check the wires connected to the alternator.

The warning light circuit is such that they come on with the key in because the ground side of the circuit goes through the not-yet-spinning alternator. They go out when the alternator begins charging.

For the lights to be on, the wire (a thin one) to the alternator is grounded somewhere. AND the alternator is probably not charging. Have a look.
