1993 960 central locking problem

I have a 1993 960 wagon which has begun to experience central locking problems. After I lock the doors at the drivers side, about 30 seconds to one min later all the locks will pop back up. After that I can't get them to stay down. If I pull the # 25 fuse all the locks function normally in manual mode. At first I thought the problem was related to my alarm system but it appears that the problem persists even with the alarm turned off.
