You need to take your Dremel tool with #409 or equivalent cutoff disks and
cut a screwdriver slot in each of 2 clamp bolts that hold it to the column.
Then you can probably unscrew them and take the lock off. Then you can take
it to a locksmith (Preferably an oldtimer) and get new keys made for it.
