Replace Brake Fluid - Why ??? 200

According to the blue Bosch bible, 3.5% moisture (by weight) will decrease boiling point of Dot 3 from 205C to 140C and Dot 4 from 230 to 155. It also mumbles something about diffusion of moisture through system hoses...but this seems like either poor translation or voodoo, air entering the system at the reservoir seems more likely.
