Well... If you have a turbo, then it is not a Rex/Regina equipped car, they gots Bosch, the Regina pinout and wiring info will not apply.
The same trouble shooting approach should work, could be a bad connection on the back of the speedo, and the ECU is not seeing the signal.
On the hot no start, try David Hunter's suggestion and find the missing electrons , bad switch or starter.
