The switch electrical part is held to the back of the key/lock cylinder with 2 screws. The connections to it are just a big plug with pins and sockets.
You might be able to reach up behind the knee bolster and kind of do this job blind. You will probably find it easier to remove the knee bolster screws and pull it out to get at the bottom of the dash that way.
On the older cars I've worked on, it's 2 slotted-head screws, not phillips or Torx. But Volvo is known for changing hardware, so you may find something different. A little mirror may help you see what you're doing up there and I recommend a good flashlight as well. It's simple, but of course access stinks.
