If you are really careful, you may be able to drill and tap the shaft. Quite small though.
Then drill the base of the wiper arm and use a stainless screw through the arm and into the shaft. Hopefully, there are some "teeth" left on the shaft and arm to prevent any slop.
Aesthetically not as pleasing, but it could work.
