how to check a starter? 120-130

First, check the battery voltage. Your instruments will look normal with as little as 10v across the terminals, but you can't crank on 10v. If that checks normal (12.5v +/-)check it cranking -when and if you can. Shouldn't dip much below 11.5v. Next put the car in neutral and get some gloves; bypass the starter switch with a jumper cable from the batt + to the input terminal of the starter solenoid. If the starter operates normally, you have a problem with the switch. If you get just a click, it's likely to be the solenoid. If the car still turns slowly, probably the brushes aren't making great contact or the solenoid is on it's way out. Does the car run on? If so, can you hear the starter groaning and ticking after you shut down?
