Since the cable goes to the driver's side first, and then to the paasenger side, you know it is not a broken pull cable. Use an assistant to hold the release handle while you wiggle / push / pull the hood in hopes of release.

If you're totally unsuccessful, stop by at a body shop and let them look at it. It is their profession. If one of them gets it open by "magic", they may not even charge you.
