Is your idle vacuum 10" or is it 15"? There shouldn't be a "range". 15-17" is not out of line for many engines. Have you pulled the intake manifold? Turbo engines are notorious for blowing sections of gasket out and creating a small leak.

A missing coolant temp sensor signal should definitely cause the check engine light to come on. Odd that you don't mention it.
