Sounds like your 4th gear switch may be stuck on. Since you can stop the od from engaging in the lower gears by turning it off via the control switch, the 4th gear switch is still passing power through itself even in lower gears unless turned off via the switch.

A power relay controled by the control switch inside the auto may also be stuck on. My power flow diagrams are not at my present location so I cannot tell for sure if you have a relay or not.

If you have a wiring diagram, trace this power flow. Battery, fuse, control switch, a relay if present, 4th gear switch, then the solenoid.

With the ignition on, engine off, OD control switch on, there should be no power at the solenoid except in 4th gear.

Had any work on the trans been done prior to this problem showing up? Check to be sure you have back up lights. Many a trans shop has replaced wires wrong.
