Please define "new fuel pump relay working".
Many people get misled here because there are really TWO relays inside that case. The 1st one almost always "picks" OK when the key is turned on. But that's not the one that allows the pumps to run.
The 2nd (Fuel relay) is controlled by the ECU, but ONLY when it gets timing pulses from the Igniton CU, signifying Spark should be OK.
Is your spark OK?
And can you feel (or see with cover off) that 2nd relay energize when cranking?
P.S. I doubt it's the tank pump. I have a running '87 here with a dead tank pump, and it starts instantly. Ignition is almost always OK too.
25A fuse wiring sometimes goes bad from corrosion at the battery + terminal.
If you verify OK spark, jumper fuses 4 and 6 (left side contacts). Pump(s) will run immediatedly—even with key OFF.
Try starting now—fuse jumper bypasses 25A fuse and Fuel relay.
