Normally the two wires will be in the usual black sleeve. There would be a connector with a molded receptacle for the two bullets. One wire is blue/yellow which comes from the ignition switch via fuse 12. The other is black and goes to the lights. I can't remember exactly how it's routed but it probably goes through the tunnel behind the soundproofing foam, if that is still present.
It's difficult to imagine that someone would remove it completely. If the wires were broken they would be obvious and the receptacle would probably still be on the switch. Maybe someone tucked it away during repairs and forgot about it.
