when I turn one way it blinks the dash the other ? 140-160

Yes, the dash lights do not go to the same pins on the relay as the outside lights. One would think it would be the same connection, but it's not. There is a diode in the relay somewhere, if that is blown it will be a short circuit (diodes usually go short, not open) and pass power through to the other light on the dash.
